Madurai: Charging that caste crimes are increasing each year in Tamil Nadu, victims and panellists at a public hearing on caste atrocities, called for the state govt to take active steps to prevent caste atrocities and also ensure victims of caste crimes get justice by not letting the perpetrators get away.
M Chinnadurai, a dalit student from Nanguneri, Tirunelveli, who scored 469/600 in the Class XII state board exams, even after being subjected to caste violence by his schoolmates, emphasised that only education will uplift anyone.
“When I was hospitalised after being attacked, my teachers supported me throughout by helping me study and I was able to get good marks. Continuing education was important to me as only then I can work and uplift my family. I’m happy to be able to go to college. I hope even those who attacked me also study well. Then they too can learn and come up in life,” he said.
Another prominent instance of caste crime that was discussed was the Vengaivayal incident wherein human faeces was found dumped into the overhead water tank supplying water to SC villagers. Continued inaction against those involved in the incident was condemned.
The jury panellists, comprising advocate B B Mohan, advocate Santhanam, Prof Semmalar, and A Kathir, executive director, Evidence, put forth various recommendations, including for the state police to avoid filing counter FIRs against victims of caste crimes and speed up pending court cases involving caste atrocities.
The public hearing was organised by Evidence, a Madurai-based NGO working for dalit rights, on Saturday in Madurai. Around 30 victims of caste atrocities took part in it.
MADURAI: Aggrieved family members of several victims of alleged caste atrocities in the state gathered at Sterling V Grand Hotel in Madurai on Saturday, and submitted petitions to Evidence Executive Director A Kathir seeking action and justice.
The rendezvous was called ‘Caste Atrocities in Tamil Nadu’, where around 30 cases were discussed in the presence of panel members Kathir, Advocates B B Mohan and Jayana Kothari, Madras High Court Advocate Ezhil Caroline, Director of Human Rights Advocacy and Research Foundation Edwin, LAAS Director Advocate A Sandhanam, and Loyola College Professor Semmalar.
The cases included that of Ajithkumar, from scheduled caste community, who studied in Thanjavur Medical College. He was allegedly killed in 2017. His parents said their son had taken part in a protest against the death of Anitha, which they claimed, backfired. The victim’s mother said, “The warden passed derogatory remarks based on our caste. On March 16, I got a call saying my son had died of stomachache, but the postmortem report concluded heart attack.”
One of the victims of the Vengaivayal case, in which human faeces was allegedly mixed in a water tank of the scheduled caste community by caste Hindus in 2023, said that despite an FIR being filed, no action has been taken. He alleged that the police diverted the case against the victims. Advocate B B Mohan said, “The evidence has been destroyed by the police.”
In a case of alleged honor killing from 2023, pregnant woman Ramya was killed by her in-laws after she refused to abort her three-month-old foetus. Ramya’s father from Andipatti said that she had a love marriage with an ambulance driver, a caste Hindu. Based on Ramya’s father’s complaint, the accused was arrested. “The government provided us `10 lakh, pension, and a job,” said the panel.
The next was about Rajesh (26), who was allegedly killed by Mariyappan and Mandhira Murthi at Viswanathapuram in Tenkasi. Rajesh’s father said the family received `12 lakh compensation and pension. But, he called the government job an eye wash. Edwin, a panel member said, as per norms, the victims should be given a home, pension, job, farmland, emergency relief, and free education to their children.
Evidence, a non-governmental organisation based in Madurai, held a public discussion on
the topic ‘Tamizhagamum Sathiya Vankodumaigalum,’ (Tamil Nadu and Caste Atrocities)
here on Saturday with victims and their family members who were subjected to various
types of discrimination based on their caste in the recent past.
The general point discussed among the panelists based on the victims’ testimonies was the State which bears the responsibility to provide justice to the victims, in most of the times, had been the sole reason for purportedly distorting the evidence or framing less
charges against the accused allowing them to walk free.
This is not only against the SC/ST (Prevention of Atrocities) Act, 1989, but also goes against
the State government, which boasts itself as a ‘Dravidian,’ model, which extends its
support to the welfare of the under-privileged people in the society, observed speakers.
Citing the deliberate faulty approach of the police in dealing with sensitive cases involving
members of Scheduled Castes (SCs), senior advocate B.B. Mohan said that the overhead
tank where human faeces were found was destroyed even before any test was performed on
the tank.
“It was only after the intervention of activists and the public, tests were done using those
samples,” he added. “In the same issue, an example of their faulty approach was framing
the victims as the accused. This does not end with this case but continues as a routine to
include victims in the case to divert the investigation,” he said.
A. Kathir, Executive Director of Evidence, said that according to their study, about 48
honour killings have been reported in the last three years, but the government data
showed only three honour killings in the past five years.
“This not only shows its lethargic attitude in recording the offences, but also shows its
complacent attitude towards such a serious issue,” he added.
Further, he said that in honour killing cases, only those involved with SC community are
taken seriously by the police, what were the status of the honour killings which involved
only the members of intermediary castes. “This is the reason why we demand a separate
Act for honour killing. The Act irrespective of the community of the victim would help in
delivering justice to those who fall prey to one of the barbaric practices in Tamil society,”
Mr. Kathir added.
Another major topic discussed during the hearing was to ensure appropriate relief
measures were extended to the victims’ family.
Mr. Mohan said that taking into account the victims’ educational qualification, relief
measures should be provided. “Even if the victim has completed engineering, giving the
family member the post of an Office Assistant (OA) is another form of discrimination,” he
added.
The job which was being provided to the victims’ family as a rehabilitation measure should make sure that the family lived a self-dependent and decent life, he said.
Condemning the ‘inaction’ of police department against the perpetrators belonging to
caste Hindu community who attacked the members of the Dalit community during a
temple festival at Deevattipatti village in Salem district, Kathir of ‘Evidence,’ organisation
based in Madurai, has released a press statement demanding strict action against those
who were responsible for the violence.
In his statement, he said that it was revealed during his visit to the village that the Dalit
community villagers were attacked by the members of the intermediary castes. He said
that even police personnel, in the name of investigation, had entered houses of Dalit
community and attacked them.
False cases had also been foisted against the Dalit community members with vested
interests, he added.
Government officials held talks with the intermediary caste members who prevented Dalit
community members from entering the temple and attacked them but did not initiate
action against them. Hence, they should be subjected to departmental action.
Pointing out Pattali Makkal Katchi functionary Venkatesan’s alleged role in the attack, he
said, he was not arrested yet. “He should be arrested and remanded immediately,” he added.
He added that the National Human Rights Commission should take cognisance of the
issue and investigate the matter. Above all, he said, officials of the Mariyamman Temple,
which is under the control of Hindu Religious and Charitable Endowments Department,
should ensure that Dalit community members are allowed entry into the temple. Those
who act against their rights should be immediately arrested and punished, he demanded.

கடந்த 2 மார்ச் அன்று நாராயணனும் மைதிலியும் வேலைக்கு சென்று உள்ளனர். வீட்டில் மூத்த மகளும் இளைய மகளும் இருந்து உள்ளனர். மாலை 4,30 மணி அளவில் மைதிலி வீட்டுக்கு வந்து பார்த்தபோது இளைய மகளை காணவில்லை. வட இந்தியர்கள் குழந்தைகளை கடத்துகிறார்கள் என்கிற வதந்தி அந்த பகுதியில் இருப்பதினால் குழந்தை கடத்த பட்டு இருப்பாளோ என்று பதட்டம் அடைந்த மைதிலி உறவினர்களோடும் தெரிந்தவர்களோடும் இணைந்து தேட ஆரம்பித்து உள்ளார். நாராயணனுக்கும் தகவல் சொல்லப்பட்டது. அவரும் வீட்டுக்கு வந்து உள்ளார். அவுட் போஸ்ட் காவல் நிலையத்தில் புகார் கொடுக்கப்பட்டது. முத்தியால்பேட்டை காவல் நிலையத்திலும் புகார் கொடுக்கப்பட்டது. காவல் கண்காணிப்பாளர் காவல் ஆய்வாளர் உள்ளிட்டோர் தேடி இருக்கின்றனர். அருகில் இருந்த வீடுகளில் கழிவறை தொட்டிகளில் குடி நீர் தொட்டிகளில் என்று எல்லா இடங்களிலும் தேடி இருக்கின்றனர். அங்கு இருந்த நான்கு சிசிடிவி காமிராக்களின் பதிவுகளை கைப்பற்றியும் ஆராய்ந்து உள்ளனர். நீதிக்காக மக்கள் சாலை மறியலில் ஈடுபட தடியடியும் நடத்தப்பட்டு இருக்கிறது.
உண்மையில் சிறுமியின் வீட்டிலிருந்து சுமார் 200 அடி தொலைவில்தான் சடலம் கண்டுபிடிக்கப்பட்டு இருக்கிறது. முதன்மை குற்றவாளியான விவேகானந்தன் சிறுமியின் பெற்றோர்களுக்கு நன்கு அறிமுகமானவர். பால் காரர் என்றுதான் அவரை சொல்லுகின்றனர். அன்று காலை தயிர் வாங்குவதற்கு விவேகானந்தன் வீட்டுக்குத்தான் சிறுமி சென்று இருக்கிறார். தயிர் வாங்கிவிட்டு வீட்டுக்கு வந்தும் இருக்கிறார். காலை சுமார் 11.30 மணி அளவில் சாப்பிட்டுவிட்டு சென்றவர் வீடு திரும்பவில்லை. அன்று காலை 11.40 முதல் – 12.12 க்குள் சிறுமி கொல்லப்பட்டு இருக்கிறார். அதன் பிறகு மது கடை ஒன்றில் விவேகானந்தன் மது அருந்துகிற சிசிடி காமிரா பதிவினை போலீசார் கைப்பற்றி உள்ளனர். மது அருந்திவிட்டு தன்னுடைய மகள் வீட்டுக்கு சென்று தங்கி இருக்கிறார் விவேகானந்தன். சிறுமி பாலியல் வன்புணர்வுக்கு உள்ளாக்கப்பட்டு உள்ளாரா என்கிற கோணத்தில் மருத்துவ பரிசோதனையும் நடந்து உள்ளது. அங்கு இருந்த முடி மற்றும் இதர பொருட்களை கண்டுபிடித்து டிஎன்ஏ பரிசோதனையும் நடந்து இருக்கிறது.
கருணாஸ் இந்த கொலையில் ஈடுபட்டானா? சடலத்தை மறைக்க விவேகானந்தனுக்கு உறுதுணையாக இருந்தானா? அதற்கு அவனுக்கு விலை பேசப்பட்டதா? இருவரும் சேர்ந்து கொலையை செய்தார்களா? பாலியல் வன்புணர்வு நடந்ததா? விவேகானந்தனுக்கும் கருணாசுக்கும் உள்ள தொடர்பு என்ன? என்கிற கோணத்திலும் போலீசார் விசாரணையில் ஈடுபட்டு வருகின்றனர். தேங்காய் கயிறு கொண்டு சிறுமியை கட்டினோம் என்று கருணாஸ் கொடுத்த வாக்குமூலம் சரியாக பொருந்தி உள்ளது என்பது குறிப்பிடத்தக்கது. குற்றவாளிகள் இருவரும் இணைந்து செய்த சதி குறித்து காவலில் எடுத்து போலீசார் விசாரிக்க வேண்டும்.
விவேகானந்தன் தங்கி இருந்த வீட்டின் ஓரம் இருந்த சாக்கடையில்தான் சிறுமி வீசப்பட்டு இருக்கிறார். அந்த வீட்டினை பார்த்தேன். பாழடைந்து தூர்நாற்றமுடன் இருந்தது. அந்த வீடு பாக பிரிவினை தகராறில் உள்ளது. ஏழு பேருக்கு பிரச்னை. அதனால் அந்த வீட்டை விட்டு யாரும் செல்லாமல் அங்கு உள்ளனர். வீட்டில் சுமார் 200 க்கும் மேற்பட்ட மது பாட்டில்கள் கிடந்தன. ஒருவர் மன நலம் பாதிக்கப்பட்டு தனியாக பேசி கொண்டு இருக்கிறார். பார்ப்பதற்கு விகாரமாக இருந்தது.
கருணாஸ் கடுமையான கஞ்சா குடி. விவேகானந்தன் கடுமையான குடிகாரன். இருவரும் சேர்ந்து ஒரு குழந்தையை கொன்று விட்டனர். மோப்ப நாய், காவல் உயர் அதிகாரிகள் என்று பெரும் போலீஸ் படை இருந்தும் வீட்டுக்கு அருகாமையில் கிடந்த ஆர்த்தியின் உடலை போலீசார் கண்டுபிடிக்காமல் இருந்தது கடும் விமர்சனத்தை ஏற்படுத்தி இருக்கிறது. நம்முடையை போலீஸ் சிஸ்ட்டம் பலவீனமாக இருக்கிறது.
ஏற்கனவே பாண்டிச்சேரி மதுவினால் நிரம்பி வழிகிறது என்றால் தற்போது கஞ்சாவினால் சுடுகாடாக மாறிவருகிறது. நாராயணனும் மைதிலியும் நிலை குனிந்து போய் உள்ளனர். வழக்கின் போக்கு குறித்து கூட அவர்களுக்கு எதுவும் தெரியவில்லை. பார்ப்பதற்கே பரிதாபமாக இருக்கிறது. போலீசார் கைப்பற்றிய ஆதாரங்கள், சாட்சிகள் வலுவாக இருக்க வேண்டும். வழக்கின் நலன் கருதி சில உண்மைகளை இங்கே வெளியிட விரும்பவில்லை.
குழந்தைகள் மீது நடைபெற கூடிய 90 சதவீத குற்றங்கள் தெரிந்தவர்களால் நடத்தப்படுகிறது. இந்த சம்பவமும் விதிவிலக்கு அல்ல. போதையும் ஆணாதிக்க திமிரும் ஒரு குழந்தையை காவு வாங்கி இருக்கிறது.கொல்லப்படும்போது அந்த சிறுமி எப்படி எல்லாம் துடித்து இருப்பாள்? நினைத்து பார்க்கவே கனமாகி போகிறது மனசு.

Evidence, a non-governmental organisation, has condemned the attack on a Dalit youth and his family by caste Hindu members at Malayalathanpatti near Y.Othakadai in Madurai.
The victim, who was 17-year-old, had uploaded his photo on a social media platform. The photo he uploaded was morphed along with a 14-year-old girl belonging to a caste Hindu by unknown persons and was again uploaded on a social media platform.
Seeing the morphed photo, about seven persons related to the girl went to the victim’s house on February 3, 2024. They hit the victim, his father Kasiyaman and mother Muthumari using wooden logs and deadly weapons.
Despite the victim denying his role in the morphed photo, the accused choked his neck and hit him on his head and other body parts. Further, they left with the victim’s mobile phone threatening them that they will face severe consequences if they go to the police for registering a complaint.
The accused were M. Ramar (25) and P. Ashwin (20) of Kayampatti, Praveen (36) alias Ramapraveen and Madurai Bench of Madras High Court staff Predees of Vovalthottam and Dharma of Malayalathanpatti, said the NGO in a statement.
The accused were booked under sections 147 (Punishment of Rioting), 148 (Rioting, armed with deadly weapon), 294 (b)(sings, recites or utter any obscene song, ballad or words, in or near any public place), 447 (Punishment for criminal trespass), 342 (Punishment for wrongful confinement), 323 (Deals with punishment for voluntarily causing hurt), 324 (Voluntarily causing hurt by dangerous weapon or means), 506(1)(Punishment for criminal intimidation) of the Indian Penal Code (IPC) and under sections 3(1)(r) and 3(1)(s) Scheduled Caste and Scheduled Tribes (Prevention of Atrocities Act), Amendment Act, 2015.
A. Kathir of Evidence, said, the police should identify people who morphed the photo of the victim with the girl and arrest them. He also demanded ₹3 lakh as compensation to the victim and his family.

“Creation of a social justice department akin to health and education departments is essential to create a more just society,” said A. Kathir, founder of Evidence, an NGO based in Madurai.
He was speaking at a civil society consultation workshop on social justice and equity organised by Madras School of Social Work (MSSW) along with the Tamil Nadu government organised for various non-governmental organisations (NGOs) operating in the district and surrounding districts, here on Tuesday.
