NGO demands arrest of teacher for abusing two Dalit girls at school

Evidence, a Madurai-based non-governmental organisation working for the Dalits’ welfare, has urged the Tamil Nadu government to immediately give a compensation of ₹1.20 lakh each to two girl students who were allegedly abused by their Maths teacher by their caste name at a government-aided school in Chinnalapatti in Dindigul district.

Evidence executive director A. Kathir told reporters here on Saturday that a fact-finding team, headed by him, visited Thoppampatti village, from where the girl hailed, on Friday.

Following a complaint from the mother of one of the girls, Chinnalapatti police registered a case. The complainant said Maths teacher Premalatha abused the two girls by their caste name and also victimised them in front of other students on multiple occasions. Unable to bear the humiliation, the girls went to the school toilet and consumed toilet cleaner two days ago.

When they fainted, the school management rushed them to hospital. As the news spread, people from Thoppampatti staged a demonstration in front of Chinnalapatti police station on Thursday, demanding the arrest of the teacher. Following an assurance that stern action would be taken against the accused after investigation, the demonstrators dispersed.

While Superintendent of Police V. Baskaran visited the spot and conducted inquiries, Revenue Department officials questioned the school headmistress and other teachers in the presence of School Education Department officials.

Subsequently, Chinnalapatti police registered cases against the headmistress and four teachers of the school under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015, and sections of the IPC on Friday.

The fact-finding team came to know that the Maths teacher had abused the two students repeatedly. The State government should ban caste or community names in educational institutions, Mr. Kathir said.

He urged Chinnalapatti police to arrest the teacher under the SC/ST (Prevention of Atrocities) Amendment Act, and demanded that the Chief Secretary should order a thorough probe into the allegations made by the school students against their teachers.

The villagers told the fact-finding team that 12 girls from Thoppampatti were studying in the school, run by a private management, and that the children required counselling immediately as they were terribly upset over the happenings, he added.

புதுக்கோட்டை, சேலம் போன்ற இடங்களில் பட்டியலினத்தவருக்கு எதிராக கடந்த சில மாதங்களில் நடந்த வன்கொடுமைகள் தமிழ்நாட்டில் சாதி ரீதியான வன்கொடுமைகள் அதிகரிப்பதை சுட்டிக்காட்டுகின்றன.

தமிழ்நாட்டில் கடந்த சில மாதங்களில் பட்டியலினத்தவருக்கு எதிராக நடந்த சில சம்பவங்கள் தேசிய அளவிலான கவனத்தைப் பெற்றுள்ளன. பொருளாதாரம், கல்வி, சுகாதாரம் ஆகியவற்றில் முன்னேறிய மாநிலங்களில் ஒன்றான தமிழ்நாட்டில் நடக்கும் இந்த சம்பவங்கள், மாநிலத்தின் சமூக அரசியல் குறித்த கேள்விகளை எழுப்பியுள்ளன.

கடந்த ஆண்டு ஜூலை மாதம் இந்திய நாடாளுமன்றத்தில் வெளியிடப்பட்ட ஒரு தகவலின்படி, தமிழ்நாட்டின் 37 மாவட்டங்களில் உள்ள 345 கிராமங்கள், பட்டியலினத்தோருக்கு வன்கொடுமைகள் நடக்க வாய்ப்புள்ள மாவட்டங்களாக அடையாளம் காணப்பட்டிருக்கின்றன.

தெலங்கானாவைச் சேர்ந்த காங்கிரஸ் எம்.பியான கோமதி வெங்கடரெட்டியும் தெலங்கானா ராஷ்ட்ர சமிதியின் எம்பி மன்னே ஸ்ரீநிவாஸ ரெட்டியும் கேட்ட கேள்விக்குப் பதிலளித்த உள்துறை அமைச்சகம் இந்த புள்ளிவிவரங்களை வெளியிட்டது.

ஆனால், இந்த புள்ளிவிவரங்களைவிட சமீபத்தில் நடந்த சில சம்பவங்கள் தமிழ்நாட்டில் நடக்கும் ஜாதியக் கொடுமைகளை வெளிப்படையாகச் சுட்டிக்காட்டியிருக்கின்றன.

புதுக்கோட்டை வேங்கைவயல்

டிசம்பர் 2022: புதுக்கோட்டை அருகே முட்டுக்காடு ஊராட்சிக்குட்பட்ட இறையூர், வேங்கைவயல் கிராமத்தில் பட்டியலின மக்களுக்கான மேல்நிலை நீர்த்தேக்க தொட்டியில் மலம் கலக்கப்பட்டு, அந்த நீர் பல நாட்களாக அந்தப் பகுதி மக்களுக்கு வழங்கப்பட்டது. சில குழந்தைகளுக்கு உடல் நலக் குறைவு ஏற்பட்டதை அடுத்த இந்த விவகாரம் வெளிச்சத்திற்கு வந்தது. இந்த விவகாரம் குறித்து ஒன்றரை மாதங்களுக்கு மேல் விசாரணை நடந்த நிலையிலும் இந்தச் சம்பவத்தைச் செய்தவர்கள் யார் என்பது இதுவரை கண்டறியப்படவில்லை. தற்போதும் இந்த விவகாரம் தொடர்பாக, மாநில குற்றப் பிரிவு குற்றப் புலனாய்வுத் துறை 60க்கும் மேற்பட்ட நபர்களிடம் விசாரித்து வருகிறது.

இந்தச் சம்பவமே பெரும் அதிர்ச்சியை ஏற்படுத்தியிருக்கும் நிலையில், இதனை ஆய்வு செய்ய வந்த அதிகாரிகள், அதே ஊரில் உள்ள தேநீர் கடையில் இரட்டைக் குவளை முறை இருப்பதைக் கண்டறிந்து உரிமையாளர் மீது வழக்குப் பதிவுசெய்தனர்.

மேலும், அங்குள்ள அய்யனார் கோவிலுக்குள் நுழைவதற்கு பட்டியல் இன மக்களுக்கு அனுமதி மறுக்கப்பட்டுவந்த நிலையில், புதுக்கோட்டை மாவட்ட ஆட்சியர் கவிதா ராமு, பட்டியலின மக்களை உள்ளே அழைத்துச்செல்ல முயன்றார். அப்போது உள்ளூர் மக்களில் சிலர் அதைத் தடுக்க முயன்றனர். இதை மீறி பட்டியலின மக்களை அவர் அழைத்துச் சென்றார். இப்போது தேநீர் கடை விவகாரம் தொடர்பாகவும் கோவிலுக்குள் பட்டியலினத்தோருக்கு அனுமதி மறுத்தது தொடர்பாகவும் நான்கு பேர் மீது வழக்குப் பதிவுசெய்யப்பட்டிருக்கிறது.

ஜனவரி 27, 2023: புதுக்கோட்டை வேங்கைவயல் சம்பவம் தொடர்பான பரபரப்பு அடங்கும் முன்பாகவே சேலம் மாவட்டத்தில் கோவிலுக்குள் நுழைந்ததற்காக பட்டியலின இளைஞர் ஒருவர் ஆபாசமாக வசைபாடப்பட்ட நிகழ்வு நடந்தேறியது.

சேலம் மாவட்டத்தில் உள்ள திருமலைகிரியில் உள்ள மாரியம்மன் கோவிலுக்குள் கும்பாபிஷேகம் முடிந்து வேறு பூஜைகள் நடைபெற்ற நிலையில், அந்தக் கோவிலுக்குள் பிரவீண் என்ற பட்டியலின இளைஞர் நுழைந்ததாகச் சொல்லப்படுகிறது. இதையடுத்து அந்த ஊரைச் சேர்ந்த ஆதிக்க சாதியினர் தாங்கள் இனிமேல் இந்தக் கோவிலுக்குள் செல்லப் போவதில்லை என அறிவித்தனர். இதனால், அந்த இளைஞரை திருமலைகிரி தி.மு.க. ஒன்றிய செயலாளர் மாணிக்கம் என்பவர் பொதுமக்கள் முன்பாக ஆபாசமாகத் திட்டினார். இந்த வீடியோ சமூகவலைதளங்களில் பரவியதையடுத்து, அவர் கட்சியைவிட்டு இடைநீக்கம் செய்யப்பட்டதுடன், காவல்துறை வழக்குப் பதிவு செய்து அவரைக் கைது செய்துள்ளது.

15, ஜனவரி, 2023: மதுரை மாவட்டம் ஒத்தக்கடை அருகில் உள்ள காயாம்பட்டி கிராமத்தைச் சேர்ந்த பட்டியலின இளைஞரான கண்ணன் என்பவர் ஜனவரி 15ஆம் தேதி பொங்கல் தினத்தன்று பக்கத்து ஊரில் இருந்த உறவினர்களைப் பார்க்க இரு சக்கர வாகனத்தில் சென்றபோது அவர்களை வழிமறித்த அந்த ஊரைச் சேர்ந்த ஆதிக்க ஜாதி இளைஞர்கள், “ஏன் இரு சக்கர வாகனத்தை வேகமாக ஓட்டுகிறாய்?” என்று கேட்டு தாக்கியுள்ளனர். அவர் அணிந்திருந்த ஆடைகளையும் அவிழ்த்துள்ளனர். அவரது மனைவின் சேலையைப் பிடித்து இழுந்ததாகவும் சொல்லப்படுகிறது. இது குறித்த புகாரில் ஏழு பேர் மீது எஸ்.சி/எஸ்.டி வன் கொடுமை தடுப்புச் சட்டத்தின் கீழ் வழக்குப் பதிவுசெய்யப்பட்டது. இந்த விவகாரத்தைத் தட்டிக்கேட்ட பட்டியலின மக்கள் தங்களைத் தாக்க வந்ததாக ஆதிக்க ஜாதியினர் கொடுத்த புகாரில் 26 பேர் மீது வழக்குப் பதிவுசெய்யப்பட்டுள்ளது.

18 ஜனவரி, 2023: கள்ளக்குறிச்சி மாவட்டம் மூங்கில்துறைப்பட்டு அம்பேத்கர் நகரைச் சேர்ந்த பட்டியலின இளைஞர் ஒருவர் திருவண்ணாமலை மாவட்டம் தொண்டமனூர் கிராமத்தில் நடந்த பொங்கல் கலை நிகழ்ச்சிகளைக் காணச் சென்றிருக்கிறார். அங்கு அவரைச் சந்தித்த ஆதிக்க ஜாதியைச் சேர்ந்த இளைஞர், “மச்சான்” என அழைத்து சகஜமாக உரையாடியிருக்கிறார். ஆனால், அவருடன் இருந்த மற்ற ஆதிக்க ஜாதி இளைஞர்கள் இதற்கு எதிர்ப்புத் தெரிவித்துள்ளனர். பட்டியலினத்தைச் சேர்ந்த இளைஞரை எப்படி மச்சான் என அழைக்கலாம் எனக் கூறி தகராறு செய்துள்ளனர். மேலும் தாங்கள் அணிந்திருந்த மஞ்சள் நிற சட்டைகளை வணங்க வேண்டுமெனக் கூறியுள்ளனர். இதையடுத்து இரு தரப்பிற்கும் மோதல் ஏற்பட்டு தாக்குதல் நடந்துள்ளது.

ஜனவரி, 2023: இதே பொங்கல் பண்டிகையை ஒட்டி, கடலூர் மாவட்டம் விருத்தாச்சலம் வட்டத்தில் சாத்துக்கூடல் மேல்பாதி பகுதியில் பட்டியலினத்தைச் சேர்ந்தவர்கள் விளையாட்டுப் போட்டிகளை நடத்திக்கொண்டிருந்துள்ளனர். இந்த நிலையில், அருகில் உள்ள பிரதான சாலையில் வந்த சடை பரமசிவம் என ஆதிக்க ஜாதியைச் சேர்ந்த இளைஞர் சாலையை மறித்து தனது இருசக்கர வாகனத்தை நிறுத்தி, அதன் ஆக்ஸிலேட்டரை தொடர்ந்து முறுக்கியுள்ளார். இதனால், ஏற்பட்ட சத்தத்தால் அங்குவந்த பட்டியலின இளைஞர்கள், அவரை அங்கிருந்து செல்லும்படி கூறியுள்ளனர்.

மேலும், நடந்து முடிந்த குடியரசு தினத்தன்று 7 பட்டியலின தலைவர்களால் கொடியேற்ற முடியவில்லை என்கிறார் கதிர். இதுமட்டுமல்ல, கடந்த இரண்டு ஆண்டுகளில் மட்டும் கழிவுநீர்த் தொட்டிகளைச் சுத்தம் செய்ய இறங்கி மரணமடைபவர்கள் எண்ணிக்கை அதிகரித்து வருகிறது. இதில் அதிகம் இறப்பவர்கள் பட்டியலினத்தவர்கள்தான். அதேபோல, போலீஸ் காவல் மரணங்களும் அதிகரித்துள்ளன. இதில் இறப்பவர்களில் 80 சதவீதம் பேரும் பட்டியலினத்தவர்தான் என்பதையும் அவர் சுட்டிக்காட்டுகிறார்.

“ஒட்டுமொத்தமாகவே தமிழ்நாட்டில் ஜாதிய மனோபாவம் அதிகரித்துள்ளது. காவல் துறை முழுக்க முழுக்க ஆர்.எஸ்.எஸ். – பா.ஜ.க. சித்தாந்தமயமாகியுள்ளது. வேங்கைவயலில் தலித்துகள்தான் குடிநீர் தொட்டியில் மலத்தைப் போட்டதாக பா.ஜ.கவின் ஐடிவிங்கினர் சொல்கிறார்கள். காவல்துறையும் தலித்துகளையே விசாரிக்கிறது. சேலத்தில் பட்டியலின இளைஞரை ஆபாசமாகப் பேசிய ஒன்றியத் தலைவர் ஒரே வாரத்தில் ஜாமீனில் வெளியில் வருகிறார்.

தலித்கள் மீதான தாக்குதல் அதிகரிப்பது என்பது கடந்த மூன்று ஆண்டுகளுக்கு முன்பிருந்தே தொடர்ந்து அதிகரித்து வந்தாலும் கடந்த எட்டு மாதங்களில் மட்டும் அதீதமான அதிகரிப்பு இருக்கிறது என்பதை அவர் சுட்டிக்காட்டுகிறார்.

பொதுவாகவே இந்தியா முழுவதும் பெரும்பான்மைவாதத்தை ஏற்கும் போக்கு அதிகரித்திருப்பதன் ஒரு பகுதியாகவே இதனைப் பார்க்க வேண்டும் என்கிறார் ரவிக்குமார். “கடந்த இருபது ஆண்டுகளில், பெரும்பான்மைவாதத்தின் செல்வாக்கு அதிகரித்துள்ளது. அது தொடர்பான ஆய்வுகள் விரிவாக நடந்ததாகத் தெரியவில்லை. அவை நடக்க வேண்டும். அப்போதுதான் ஆபத்தின் அளவு புரியும்” என்கிறார் அவர்.

இதுபோன்ற விவகாரங்களில் பணியாற்றும் தலித் மற்றும் முற்போக்கு இயக்கங்கள், பிரச்சனை வரும்போது மட்டும் பேசுவதும் போராட்டம் நடத்துவதும் முழுமையாகப் பலனளிக்காது என்கிறார் ஆய்வாளரான ஸ்டாலின் ராஜாங்கம்.

“இது ஒரு நீண்ட காலப் பிரச்சனை. இந்தப் பிரச்சனைகள் தொடர்பாக பணியாற்றும் தலித் இயக்கங்களும் சரி, முற்போக்கு இயக்கங்களும் சரி, பிரச்சனை வெடித்தால் அந்தப் பகுதிக்குச் செல்கிறார்கள். அது பிரச்சனையாக மாறாத வரையில் அவை கண்டுகொள்ளப்படுவதில்லை. உதாரணமாக, புதுக்கோட்டை ஜாதிக் கலவரங்களுக்குப் பெயர்போன ஊர் அல்ல. ஆனால், அங்கு நாடு போன்ற ஜாதிய அமைப்புகள் இன்னமும் உண்டு. வெளியில் சொல்லப்படாத ஜாதிய அடக்குமுறைகள் அங்கே அதிகம். சமீப காலமாக அங்கிருப்பவர்கள் இந்தக் கட்டமைப்புகளை எதிர்க்கும்போது, அவை பிரச்சனையாகி வெளியில் தெரிய ஆரம்பிக்கின்றன. சமூக வலைதளங்கள் இதற்கு முக்கியமான காரணம். இல்லாவிட்டால் சேலத்தில் நடந்தது போன்ற நிகழ்வுகள் வெளியிலேயே தெரிந்திருக்காது” என்கிறார் ஸ்டாலின் ராஜாங்கம்.

தேசிய குற்ற ஆவணக் காப்பகம் தரும் புள்ளிவிவரங்களின்படி, கடந்த 2021ஆம் ஆண்டில் மட்டும் தமிழ்நாட்டில் பட்டியலினத்தோருக்கு எதிராக 1376 குற்றங்கள் நடந்திருக்கின்றன. 2018ஆம் ஆண்டில் பட்டியலினத்திவருக்கு எதிராக 1413 குற்றங்கள் நடந்திருந்த நிலையில், அதற்கு அடுத்த ஆண்டில் இந்த எண்ணிக்கை வெகுவாகக் குறைந்தது. 2019ஆம் ஆண்டில் 1144 குற்றங்கள் மட்டுமே பதிவாகின. ஆனால், 2020ஆம் ஆண்டில் இந்த எண்ணிக்கை அதிகரித்து 1274 குற்றங்கள் பதிவாகியுள்ளன. 2021ல் இந்த எண்ணிக்கை இன்னும் அதிகரித்திருக்கிறது.

DMK leader hurls casteist abuse at Dalit youth for entering temple

A DMK leader of Thirumalaigiri in Salem has been arrested after a video of him verbally abusing a Dalit youth with casteist slurs for entering a temple went viral on social media platforms. The panchayat chairman, T Manickam who is from the Vanniyar (Most Backward Class) caste, took issue with youth entering a local Mariamman temple. In the video, Manickam can be heard using casteist and sexually offensive language against the youngster, Praveen, who is from the Paraiyar community (Scheduled Caste) in front of the other villagers. He is also seen asking how Praveen dared to enter the village and if he was trying to cause trouble. Further, in the video, Manickam is seen making threats of physical viloence.

Hours after the video surfaced, DMK said that Manickam was being suspended from his party position. Speaking to TNM, local police sources only confirmed that the investigation is ongoing and a case will be registered based on findings, but did not confirm the date of the incident.

However, Kathir, the founder-executive director of the Dalit and Tribal rights organisation, Evidence, told TNM that the incident occurred on January 27. Praveen, who Kathir confirms is 22 years old, had visited the Periya Muthumaariyaman temple, the previous night, on Republic Day. The following morning, Manickam humiliated Praveen in front of his family and even physically manhandled him, forcing the youth to apologise. Kathir adds that in this area of Thirumalaigiri, roughly 8 kilometres from Salem city, there is only one Dalit village, which is surrounded by fifty Vanniyar villages.

Manickam has been booked under IPC sections 506(2)(punishment for criminal intimidation), 294(b)(obscenity), the Prevention of Atrocities Against Scheduled Castes/Scheduled Tribes Act and the Protection of Civil Rights Act.

 

TN: Dalits enter Muthumariamman temple in Tiruvannamalai district after a long struggle
Caste Hindus gathered outside the Muthumariamman temple on January 30 and protested the Dalits’ entry, despite agreeing to it in the peace committee meeting.

Dalits from Thenmudiyanur village near Thandrampet of Tiruvannamalai district entered the Muthumariamman temple for the first time in 80 years on Monday, January 30. Hundreds of Dalits entered the temple and worshipped the deity, even as caste Hindus from different communities like Udayar, Agamudaiyar, Reddy, Naidu, Chettiyar, and Vanniyar, reneged upon an earlier commitment and picketed the temple in protest.

The 80-year-old Muthumariamman temple has been under the control of the Tamil Nadu Hindu Religious and Charitable Endowments Department (HR&CE) for the last three decades. Caste Hindus in Thenmudiyanur celebrated the 12-day-long Pongal festival in the temple where Dalits also wanted to be a part of the celebrations. But the caste Hindus refused to allow them to participate. The Dalits then petitioned the HR&CE Department to take the initiative to let them enter the temple. Based on their petition, the HR&CE conducted an inquiry and on Wednesday, January 25, Revenue Divisional Officer (RDO) Mandhagini held a peace committee meeting with village residents. The caste Hindus initially opposed the idea but eventually agreed on Dalits’ entry to the temple starting from Monday.

Anticipating trouble, Tiruvannamalai SP Karthikeyan deployed police in large numbers around and inside the temple on January 29. Security was beefed up in the locality due to the protest and to prevent untoward events. Caste Hindus, especially Udayars and Agamudaiyars, gathered on Monday morning and staged a protest against Dalits’ entry. District administration and police officials scrambled to have another peace meeting with caste Hindus to convince them to withdraw the protest. After the meeting, District Collector (DC) Murugesh, SP Karthikeyan, HR&CE Joint Commissioner Ashok Kumar, RDO Mandhagini, and Thandrampet Tahsildar Parimala accompanied the Dalits and offered their prayers. People from the Dalit community entered the temple with garlands, fruits and pongal dishes to offer to the deity.

“Our village strength is nearly 7,200 and it consists of more than 10 castes. But Dalits are more in number and our population is around 2,500,” said 41-year-old Murugan, a resident of Thenmudiyanur, who entered the temple for the first time. According to him, Dalits from the village tried to enter the temple 50 years ago, but the caste Hindus were against their entry and denied their right saying that the temple would become impure if Dalits entered.

“In 2019, we raised our concerns with HR&CE and the district administration. The officials gave a nod but again, the caste Hindus were against our wish. After struggling for nearly 80 years, we went inside the temple and offered our prayers to the goddess Muthumariamman,” Murugan related.

Dalits in Thenmudiyanur constructed a small temple with the deity Mariamman. In the last 15 years, they developed this temple and offered prayers during the Pongal festival. In the Tamil month of Thai, each community in the village performed the temple ceremony where a car procession with the presiding deity was taken on the streets where they reside. This year, Dalits wanted to take the deity procession in Ambedkar Nagar and also wanted to participate in Jallikattu where a bull from each community would be released in the arena, but their demands were denied again. It was then that the Dalits approached the HR&CE Department to take the initiative to let them worship in the temple.

“This temple is common for all and it is under HR&CE so that anyone can come and offer their prayers. Security will be provided to all the people who are visiting the temple. If any problem arises in the future, the HR&CE will take full control of the temple,” District Collector Murugesh said during a press meet.

This is the third time in a month that Dalits entered their village temples which were denied to them for decades. On December 27, Pudukkottai DC Kavita Ramu and SP Vandita Pandey took Vengavayal villagers to Sri Ayyanar temple located in nearby Eraiyur village. The entry by Dalits was made possible after the DC received complaints about the Dalits not being allowed entry into the temple. The DC was visiting Vengavayal village where the overhead water tank used by Dalits was contaminated by human excreta in December.

Four days later, Dalits entered Sri Varadharaja Perumal temple in Eduthavainatham village in Kallakurichi district where Dalits had been denied entry to the temple for around 200 years. The Dalit community brought the issue to the notice of the district administration. Following their complaint, Kallakurichi RDO S Pavithra held a peace meeting with villagers on December 27. A few days later, on January 2, more than 250 Dalits entered the temple and offered their prayers.

Caste atrocity alleged during manjuvirattu

MADURAI: The executive director of a human rights organisation, Evidence, has sought Rs 1,20,000 as compensation for SC members who were allegedly attacked by caste Hindus during the manju virattu at Vadugapatti on January 16. In a statement, Evidence’s executive director A Kathir said there was a scuffle between caste Hindus and members of the SC community during the event.

“Though police registered a case against both the communities, two caste Hindus attempted to kill two SC children by pouring kerosene. The fact-finding team of Evidence found that caste Hindus pelted stones at SC members, including a pregnant woman. In response, they also pelted stones at the caste Hindus. However, there was discrimination in filing the case,” he said, urging the police to arrest all caste Hindus who were involved in the issue and register a case on the police personnel under sections of the SC/ST act who failed to discharge their duty on time. Stating that the police had failed to register a case under Section 307 on the accused who poured kerosene on SC children, Kathir said the fake cases filed on SC community members should be withdrawn.

Following complaints, the Thenkarai police registered cases under IPC Sections 147, 148, 294 (b), 341, 427, 324 and 506 (2) read with 3 (1) (r), 3 (1) (s) and 3 (2) (va) of the SC/ST Prevention of Atrocities Amendment Act of 2015 on Tuesday.

The residents of the Dalit colony in Vengaivayal village under Tamil Nadu’s Pudukkottai district boycotted Pongal festivities and hoisted black flags atop their houses Monday to protest against the police’s failure to arrest miscreants who put faecal matter in a tank that supplied water to the colony.

Speaking to indianexpress.com, KR Murugan, a resident of Vengaivayal, said the protest was carried out to mark their dissent.

Our boys were forced by the cops to accept the crime. We realised the inquiry is not heading in the proper direction and hence demanded a CB-CID probe,” he said.

The incident of throwing faecal matter in the water tank came to light when a few children got admitted to the hospital in the last week of December after experiencing diarrhoea, vomiting, and stomach pain. The doctors asked the parents to check whether there was any contamination in the drinking water. The villagers then checked the overhead tank and found human faecal matter dumped in it.

The residents of the Dalit colony alleged it to be a caste-based crime. Pudukkottai district collector Kavitha Ramu, superintendent of police Vandita Pandey, and revenue, panchayat officials reached the village and conducted an inquiry.

Ramu had then said they asked officials to initiate action against the miscreants. She said an FIR was registered immediately against a person who attempted to prevent members of the Dalit community from entering a temple as well as a tea-shop owner who practised the two-tumbler system (one for Dalits and the other for caste Hindus).

A police official in Vellanur said they have registered a case under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act and other relevant sections of the Indian Penal Code (IPC) in the water tank case.

The incidents triggered outrage across the state. Earlier in January, Chief Minister MK Stalin said in the Assembly that the government would deal strictly with communally divisive and anti-social elements. He said a special team was formed to probe the case, 70 people were questioned, and that the culprits will be arrested soon. He added that new water connections and drinking water pipes will be provided to all households.

A few days later, the case was transferred to CB-CID.

The state government said a new overhead water tank will be constructed soon. However, Chidambaram MP and Viduthalai Chiruthaigal Katchi (VCK) leader Thol Thirumavalavan opposed the move.

The VCK leader said the government’s decision to construct a separate tank for the Dalit colony was akin to following a two-tumbler system. He said the tank where the faecal matter was mixed should be razed.

The Democratic Youth Federation of India (DYFI) announced a protest on January 21, seeking the demolition of the tank.

Kathir, the founder of a Madurai-based NGO promoting Dalit and tribal rights, alleged that the police threatened the residents.

“The victims here were treated as accused. The bank passbooks and phone recordings of some Dalit youths were looked into. On the pretext of inquiry, the police harassed the residents; they were questioned till midnight,” he said.

Kathir added that the police asked the residents to confess that they had dumped the faecal matter as per the instructions of a former panchayat president who has a good rapport with members of the Dalit community.

“After I intervened and visited the police station on January 11, the cops returned all the things which they had confiscated from the residents. The special team of the police did not conduct a proper inquiry. Female police personnel brought vibuthi (sacred ash) and told the women of the colony that if they don’t confess that the miscreants belonged to their area, it will be considered an act against god,” he said.

Kathir demanded that Pudukkottai be declared an atrocity-prone district.

“Registering a case against the accused under Section 3(1) (a) of the SC/ST act, taking action against the cops who threatened the oppressed community, and forming a grievance committee to resolve the issues of the Dalit colony are some of our demands. We hope the CB-CID conducts a fair inquiry and arrests the accused soon,” he added.
